2019 Kona Steering wheel

Hello,
I have noticed that when I place my steering wheel lock on the steering wheel, the steering wheel will move side to side. The car is off. I have to manually pull the steering wheel to an almost 90-degree angle to lock the steering wheel. I look at the wheels and they have barely moved. After unlocking the wheel lock and placing it to the side, put the key in the ignition and it will not turn over. I then have to manually struggle to turn the steering wheel a wee bit in order to get the key to turn.

Is there a recall I am not aware of? This is first time owning a Hyundai. On my other car, the wheel did not turn at all once the car was turned off. Way too much play.
